Configure default boundaries for vital telemetry alarm triggers (`AlertCriteria.vue`).

These parameters apply dynamically to all newly enrolled patients in the system unless specific profile overrides are set.

Systolic Blood Pressure High Default 140 mmHg
Diastolic Blood Pressure High Default 90 mmHg
SpO2 (Oxygen) Low Alarm Default 92%
